A new report by the Justice Centre for Constitutional Freedoms sharply criticizes Canada’s acceptance of the WHO’s amended International Health Regulations (IHR), effective September 19, 2025, which occurred without parliamentary review.
The report argues that this decision has “bound” Canada to the WHO, making it the ultimate decision-maker during future health crises and thereby overriding domestic democratic processes and conflicting with multiple Charter protections—mobility, privacy, expression, and democratic accountability.
Citing the “damaging consequences” of past WHO-guided COVID policies—including high death rates and social/economic harms—as a warning, the report concludes the move is “dangerously misguided” and strongly recommends Canada immediately withdraw from the new regulations and reject subordination to the WHO.
