The federal government admits that the RKI specialist level was “not involved” in upgrading the risk assessment in March 2020. Authority head Lothar Wieler and his deputy Lars Schaade made the decision alone. Schaade now explained in court that the risk assessment had a “normative character” and therefore belonged to the area of political “management”. It remains unclear who instructed Wieler and Schaade at the time.
