Jack Mintz: The GST tax credit was not meant to be a social program. Its role was to make the GST progressive by in effect rebating the GST paid by low-income Canadians. And of course, groceries are already tax-free: Canadians don’t pay GST/HST on them. How ironic to use food prices as a reason to boost the GST credit for a product on which GST isn’t paid!…
